D&H Switcher Designation

The C&CV has an S4 in the D&H switcher paint scheme with the designator DES 69 at the bottom corner of the cab. I know what DES is, but what does the 69 refer to? Did the S2's have a different number than the S4s?

Possibly this was a tractive effort rating ? The S4 had a tractive effort rating of 69,000 lbs., where-as the S2 had a tractive effort rating of 58,000 lbs.
