New Bridge in the Plattsburgh area?

I was up visiting P-burgh last weekend, drove doen to the new team track on the old Air Force Base. In the parking lot was a set of creosoted timbers lined up, almost like they were pre-fabbing a bridge. The timbers were much bigger than ties, maybe 10 x 14 or 12 x 16's, and the whole setup was about 60' - 70' long. Any ideas?

Not sure about a new bridge,but I know that the were making repairs to the one in Plattsburgh recently.
