GE gets mentioned in this (their locomotive technology is licensed from GE, Lorenzo Simonelli when head of GETS oversaw development of K. locomotive building), and there is a photo of one of the Kazakh-styled GEVO-powered locomotives on the line in the Kazakh locomotive factory), but tangentially: it's more a review of the ways in which Kazakhstan appears to be investing a lot of its petro-money in developingits railroad network (and thereby providing China with trade routes that the U.S. Navy doesn't oversee).
