Perhaps, even if all the mainline track used in two or more European countries was electrified, using a diesel would make economic sense if the last fraction of a mile of track involved -- the unloading loop at an electric generating plant, say -- was not?
Siemens and Bombardier, and likely everyone else, are developing motors with 'last mile' diesel packages to literally get the train a few miles off of wires to the final destination.

I wouldn't expect a flood of orders in (western) Europe, and I suspect GE's smart enough not to count on it, too.

At the link, a GE in Sweden for testing. However, GE would be best advised to make a duo loco with an aprox 1 MW diesel engine. As it is now, many operators have an electric loco towing around with a dieselelectric loco in idling mode for use in one or both ends of the jurney.
What is the possible power and train weight for the traction motors at 80 and 90 km/h when pulling at level track as en electric loco?
