Amtrak & NJT trains collide in NYP

12:30 and all NJ transit traffic in/out of Penn Station is still stopped.

Is the NJ transit (or Amtrak) train that was part of it stopped on the switches blocking access to all NJT tracks?
Amtrak is operating again (although Keystone service is stopping at Newark), so some tracks must be open.

Couldn't they put some NJT trains over on typical Amtrak tracks to get some through, if indeed all the NJT tracks are blocked?
Or maybe Amtrak is claiming all the slots left for itself.
