I was wondering about this too. I'm not sure how 'normal' it is (does this happen at every high tide?), but there has been similar flooding in the area that caught many people off guard. Broad Channel, over in Queens, was seeing similar flooding. I'm sure many other low lying areas along the water were similarly under water.

Due to high tides, some entrances and exits at the Hoboken Terminal may be closed on Wednesday, Feb 10th from 9am-12pm, Thursday, Feb 11th from 10am-1pm, and on Friday, Feb 12th from 11am-2pm. For your safety, please obey all posted signs and do not travel through barricaded areas.

There are rules for water height before operations have to be slowed or stopped entirely ...

Generally, if water is above the rail head, you have a slow speed mandate.

3-4" above the rail head, and probably not much more, and you have to stop entirely.

The main concern is drawing water up into the traction motors by the air intake for the traction motor coolers.
