I saw a ALP45 on a trainset sitting at Sunnyside yard this afternoon but however I did't catched the unit # at all.

I can share two ALP45 photos from the NEC on Sunday.

An interesting eastbound equipment move with cab car 6004 leading 4528(?) and 4302 at Edison:

you have no Idea how much trouble that is.
Environmental study, water resource study, etc etc etc.
Most of time it takes just about 5 to 6 years to get all permits.

Well, the yard is in the middle of an industrial area surrounded by woods. You can't even see it except in winter from rt 1 or if you drive up the access road on the other side.

If it adds operational flexibility, I don't see why they shouldn't put one in. Would allow NEC trains to turn at NYP and head out to RVL, NJCL, or such without needing to go to MMC or Hoboken first.

Is there any actual practical thing standing in the way, or not?

Isn't 5-6 years a little generous, more like 10-15 to do all the studies and get the permits right?
