Jamaica Bay bridges

The bridge by the Hammels wye is a swing bridge. Was the bridge by Howard Beach ever a swing bridge? If so when was it rerailed into a straight bridge?
It looks like the same construction and bridge piers, etc. like the bridge by the wye.

they're both swing spans, but the north channel bridge has been locked in place.
