Huh???? I live in NY, have an E-ZPass that has no monthly fees, and no one is tracking my speed.

The $5 is a ONE TIME fee and pretty standard across the transit industry.
No, at least Chicago gives their "ChicagoCard" away for free quite often. I don't recall if any of my other SmartCards were free. IIRC the Oyster in London has a refundable deposit.
