on the southbound side of the tracks (and maybe NB, but i didn't check) there is another set of tracks inside the normal tracks.
they run just about the length of the platform. what are they for?

Probably guard rails. Guard rails are common on bridges and in other areas where it is highly undesireable to have a derailed wheel wander too far astray.

or it is new rail, did you check to see if it was bolted to the concrete ties? Amtrak is replacing the rails along the Attleboro line due to them being worn down. But it could be guardrails, but most likely new track
