Boston MPO did a study in 2002 of the possibility of CR on the Fitchburg Secondary. I am trying to find a copy. If anyone could help, I would appreciate it.

That was the one to I-290/Northboro, right? Unfortunately it isn't even archived on their website and I don't think anyone still active here has been able to find a copy in the past...
