I think it's a solar panel to power the remote-controlled hopper doors.

Since it is not in a most efficient place for a solar panel. In the words of Chief Brody "You're gonna need a bigger solar panel." I hope they have are air powered or some other backup.

I believe the solar panels power solenoids that control pneumatic actuators on the doors. Not much power is needed for those.
