Just a silly question. Who owns VRE? Is it a private firm or is it the Commonwealth of Virginia? They owned the RF&P until it was sold to CSX but do they own VRE?

VRE, like most commuter agencies, isn't really "owned" in the sense of a corporation - it is a joint venture between two transportation commissions - the Potomac Rappahannock Transportation Commission and the Northern Virginia Transportation Commission.

The Commonwealth of Virginia has its own Rail department as part of its Department of Transportation (Virginia Dept. of Rail & Public Tranport). Recently, legislation allowing creation of a Rail Authority was part of the governor's budget. It is hoped that the authority might be similar to that of the Virginia Port Authority.
