V30 is an F40 currently owned by Amtrak and leased by VRE. For a long time one of the RailWorld F40's (V31) sat out in the fredericksburg yard with a blown prime mover (threw a rod in #13 which consequently blew 3 other PA's and ruined the block/turbo/crank in the PM) there were negotiation problems between the operations board of VRE and the Leaseholder on who was responsible for the failure. All of this was solved about 4 months ago and the PM was replaced. V31 is now back in revenue service eliminating the need for the Amtrak F40 ... thats why that Amtrak loco is being returned
The Sounder sets are being returned as the cars from the yonkers Kawasaki GIII refits come back ... once there are enough accepted cars back from KRC the sounder sets will be returned to Puget sound transit
