Steve: Interesting LIRR Maintenance of Equipment logo patches.
That "flag" patch dating from the early 2000s makes sense remembering the patriotism of those years.
The one feature making me think that the design dates from earlier years is the use of the two-tone
blue M instead of the MTA "pac-man" logo which was first introduced in 1994.
A related observation is remembering that the LIRR Maintenance of Way once used a pair of those
two-tone blue MTA logos together on equipment in a "M W" manner which was clever for the day.
