Referencing the below link, what is this model - I was never aware EMD made such a machine, or is it a rebuild of older switchers? Notice the raised fan housing and wierd number boards on long hood.

It's a rebuild, like the UP SW10. Belt driven fan is replaced with a pair of electric fans from a GP7.

SW10 and the subject model are NOT EMD production, but a railroad or railroad shop rebuilt.

Thanks. That makes sense both visually and technically. In the overhead crane world, we have duty ratings and the steel mill applications require, among other things, bigger fans. It only makes sense that their switchers need the same.
