I haven't heard of any. (I'm not an industry insider, so that doesn't mean TOO much, but I do keep my eye on published reports of locomotive doings.)
New Jersey Transit is getting EMD-engined passenger units of a different design. FRA rules for passenger locomotives have changed, so the ORIGINAL DE30AC or DM30AC designs would probably have to be modified anyway if more were to be built.

They are PL42AC and are being built by Alstom in Alstom Workshops and only use EMD primemovers. ( They have EMD engines and designations!)
The most noticed and viewed thread in Railroad.net is about them!

The DM/DE models for all intents and purposes should be considered dead as far as EMD is concerned. These locomotives are just too expensive when "near new" is so much more financially wise.. But then again we are talking about government orders.

EMD has no resources dedicated to design/build a complete passenger locomotive at this time. Of course, if someone waves enough money, I am sure they would. I would expect EMD to build the engine and traction system but someone like Alstom or WABTEC to do sub components, final assembly and testing.

Leave it to FRA to make passenger railroading more expensive, even though it's about bankrupt EVERYWHERE.
