I was wandering along Route 23 over the weekend and saw the white pillared structure along the tracks by the Newfoundland station. What is this? It looks like something for servicing passing trains (there was som dilapidated section of pipe hanging off) but the specifics were unclear.

If it is the same thing I am thinking about it is a foundation for a water tank.

Yes. The tank disappeared about ten years ago.
