I think its the control box for the Helper Link. Here's one on Al Krug's website: http://krugtales.50megs.com/rrpictale/h ... erlink.htm
It looks like it's set up for helper service, but in your pic it looks like its leading a regular train, due to the lack of the pin lifter cylinder bar over the front coupler and other hardware for the HL.

I thought BN was the only railroad to utilize this, but it looks like eastern railroads have caught on...
