Are Norfolk Southern's SD70M-2s rated at 4,000 horsepower like the ES40DCs? I would think that they would be.

Yes Terry they are rated at 4,000HP.

Aren't they supposed to be rated at 4,300 HP instead of the 4,000 HP ?

Yes they are trainmaster_1, but a 4,000 horsepower locomotive uses less fuel than a 4,300 or a 4,400 horsepower locomotive.
