Haven't seen either a newer TT or any bulletin orders, but older TTs had the 714.3 telling employees to refrain from contacting desks between 0630 and 0700, 1430 to 1530, and 2230 to 2300 except in case of emergency or to avoid train delay because of transfer. At 0611/08-05-2015, D-3 told someone to stand by because they were going through transfer. Post-0630, D-3 underwent a -- cue the rim-shot -- pronounced voice change. There was an earlier day when CAP was on the air pre-and-post-0700, so mebbe the shift-change time has changed.
