Not sure about New York operations west of selkirk....................but it is quite the norm to see foreign power on CSXT's main-line between Selkirk, NY and Buffalo...........usually to reduce delaying trains at interchange points (i.e. Chicago)
I believe that the CP also operates the Kenwood Yard by the Albany Port.
