I have actually thought that CSXT should do something like this @ Palmer,Mass. It might keep them off the r.o.w. If the cost is a problem, CSX could:

A) Try to get some money from the town

B) Try to get some money from the New England Central RR

C) Charge the railfans for using it.

CSX running a railfan park? Uh oh... the BRPE (the Brotherhood of Railfan Park Employees branch of the UTU) would require representation as ticket collectors and maintenance... BRPE men'll make $20/hr plus arbitraries, e.g., extra hour's pay to admit FRN with camcorder, and require two ticket takers on weekends... CSX'll lose its shirt and eventually try to sell the platform off to NECR (or close theirs as NECR's is opened as a competitor to CSX, charges half the price and drains all the FRNs away from the CSX platform). The BRPE will bemoan the alleged mismanagement of CSX's Railfan Platform business and the folks in JAX will shrug their shoulders. :(

I admit most of the railfans @ Palmer are good about staying off the r.o.w., but just like everything else, there are a few that don't have good judgment and insist on going across the tracks "for a better angle".

Perhaps when they rehabbed the old depot into a restaurant, they should have required a fence be installed.
