10AM today, the State of New York and ALCOA announced an agreement to keep the
Massena, NY West Plant smelter open for at least another 3 1/2 years. This should be
good news for CSX and the Massena Terminal Railroad.

Which now leads to the question - Was this a ruse by Alcoa to get some concessions from the State of New York?
