If Macon, GA is indeed the destination, I would see the most direct route as PAR to POSE, where the traffic would get on CSX Q409 for a single-train haul to Savannah, GA. Genesee & Wyoming's Georgia Central would take it straight to Macon from there.

But Macon is an NS-dominated city, so this routing may have "too many hands" on the shipment, because I believe only NS serves the paper mill there. That would see the NS having to get the cars from the GC for final-mile delivery. Might be too complicated of a rate, and wind up PAS to NS.
