Speaking of v-bags, Crescent arrived in NOLA yesterday with a bag up front and two bag-dorms out back. Is there an axle count requirement somewhere?

How many cars did the Crescent have? I've taken it a few times recently and it's had 2 coaches, an Amfleet cafe, a Viewliner I sleeper and a baggage-dorm. Nothing more. So I am not aware of an axle requirement.
