The move of the 2nd set will be like the move to Pueblo,restricted to 50 mph all the way to 30th st in philla
The use of coupler cheaters between the Acela II's and the "rider cars" will be visable
Will the power cars be allowed to touch the wire in the yard or forced to use ground power?

Is that a guess or a certainty? (Bold mine) It seems like it would still regulated by the FRA unless disconnected from the national rail network; whether the FRA cares is another matter.

In a yard anything is moved , be it FRA certified , broken, or defective , restricted speed covers all . in a yard there is no signal systems that could be influenced , stuff gets moved with or without (partial) brakes.

The yard is indeed FRA territory, but the rules are much different in order to allow for moving equipment in need of repair or assembly. Anything that is not FRA compliant must have a means to be moved into the shop and repaired to compliant status.

Also the Acela blob thing is backwards on the right side, as on the model which turned out to be completely accurate. On the first gen Acela it faces the nose on both sides of the locomotive. Anyway...

Amtrak meanwhile has sidelined 6 Acela sets so far (4 being shipped to Bear, DE) with more likely to follow if this coronavirus disaster continues for months. Let's hope the economy recovers fully enough that these 28 new trains are ultimately still needed!
