And prior to white folk appearing in California, the Native peoples conducted controlled burns of forest and prairie. Can’t do that on a large scale today without potentially catching a McMansion subdivision on fire.
Clear cutting eliminated underbrush in checkerboard patterns. It was not the lumber business being greedy, it was the lumber business being efficient.

Control burns or fires never existed. There was and is always the chance they will become uncontrolled with just a change in the wind direction.

Never-the-less, fires pollute, clear cutting doesn’t.
