Can I join even if I do not or have never owned a model railroad before?

Also, what does it mean when it says "Adults cannot hold office"? Do teens hold offices for this organization?

The first answer is yes, you do not have to have a model railroad to join TAMR.
The second answer is that there are some adults in administrative positions with the organization but the elected officers are all teens.
Third, contrary to what someone may think it is just as dangerous if not more to get off a moving train as to get on, it is a long last step and footing along the tracks or on platforms is not always the best. One slip and you could end up with a severed body part.
