Railways are being planned for Kuwait to connect the ports.

>>KUWAIT (KUNA): Kuwait Municipality Deputy General Director for Development Projects and Environment, Engineer Tawfiq Bu Hamad announced Saturday the Kuwait railways project will be decided after presenting final studies next September. Bu Hamad told KUNA, the project aims to link Kuwait and its ports with the neighboring countries, particularly Al-Shuwaikh port and Bubyan port which is expected to be constructed in the near future. He mentioned that the inclusion of the railways project in the structural chart comes in framework of future community needs, collecting and analyzing the information, coordinating with the state ministries and presenting the solutions.<<

The main neighbouring country is of course Iraq. The other is Saudi Arabia. Saudi has had a plan to connect the port of Jubail, not all that far from the Kuwait border, to the port of Dammam and Riyadh. I don't know how far these plans have got.
