KiwiRail may spend up to $50m on new carriages for its scenic network.
KiwiRail could spend up to $50 million on new carriages for its tourist trains as it rides the tourism boom.

The company is also rebranding its Cook Strait ferry and scenic train services under one brand, The Great Journeys of New Zealand.

Not sure actually , I certainly would be happy for my tax to pay for them .
The passenger service is profitable, it could be argued that the government subsidizes it by paying money to up keep the Kiwirail Network. but i would be happy for the government to directly subsidize more passenger service, particulairly long distance commuter. the current passenger services are little use ( and expensive) for Kiwis for everyday travel , the passengers are predominately overseas tourists.
