$400,000? To cosmetically restore a stuffed and mounted caboose?! Are they insane? Get a small group of volunteers together. There's nothing there that should cost more than $10,000. Anything more is just crazy talk.

$400,000 is excessive. I would think at most it should be $12,000. The rest can be done by volunteers with emron paint(sp?) Just ask the folks with Tri State. They've done an excellent job with their cabooses they run at Whippany or even Whippany themselves. They have restored more cabooses then people have fingers on their two hands. Now they can teach you a few things or two on caboose restorations be it ready to run or static display.
