Nope, that car is the Sherry Lynette Brannon. I'm not sure her complete history, or what it was doing in VT at that time, but it was a B&O office car. At some point in the 1980s (?), she was moved to the VRR in Essex CT. Its owner was from NH and he would come down and live on the car for the weekend. In the mid 1990s, the owner moved the car to the Naugatuck Railroad, which was organized by the Railroad Museum of New England. I believe he is still involved with the RMNE.

The Sherry Lynette Brannon does not appear on the RMNE roster.
However, that does not necessarily mean it is not on the property,
only that the RMNE does not own it. Perhaps, a member of the
RMNE can elaborate.

Scroll down below the locomotive listing to the passenger car list.

Pretty sure the car's owner is Louie Edmunds and he is on the RMNE as treasurer IIRC. His car is stored (not viewable to the public) at the RMNE's Thomaston shop. It wouldn't appear on the RMNE's official roster for that reason. It does make occasional trips on the "Naugy". I remember in 1994 or 1995, before the car left the VRR, it was hooked onto the Christmas Train out of Essex for one night. I got invited into the car and it is a beauty - fully restored to perfection.

Here's a few shots I found of the car:

On the VRR in 1985, before repainting: http://photos.nerail.org/showpic/?20030 ... 818274.jpg
On the RMNE in 2003: http://rrpicturearchives.net/showPicture.aspx?id=248782

And I found a little more history of the car on this site:

I know this site is a little difficult to view, but go about halfway down the page, or just search that page for "Brannon".

But Mr. Edmonds is! "See The Man Who Spiked 200 Ties in A Single Day!"

Here's an interesting note for 2013:

"The Green Mountain Flyer will be running out of Bellows Falls in 2013."

Does this mean they are moving excursions out of WRJ and back to Bellows Falls? Or are we going back to multiple excursion opportunities?

My guess would be the latter. GMRC definitely has enough passenger equipment to go around.

In addition, the Champlain Valley Flyer is also making a return in 2013.

As another installment to my locomotive documentary series, Remarkable Engines, I have covered the history of Green Mountain #405, the ALCO RS1 which stayed on Rutland trackage and the staple of the Green Mountain Railroad. Hope you enjoy! :-)
