It seems over the last few years most of the Canadian Wheat Board CNWX and CPWX covered hopper cars have been divested and restenciled for private sector railroads, giving the railroads more control over the transportation deals for product moving on their lines. Now it looks like the rest of the board system might be winding down if not eliminated, letting farmers deal on a more open market instead of flat pool rates set by the government.
The ultimate property right is what you do with your production, whether it be intellectual or physical. I believe we are giving back a property right, a freedom of choice, to farmers who make large investments, who have the wherewithal to sell their grain to whomever, whenever, at what price they see fit

If anything I imagine grain production is most likely to increase, meaning more traffic for CN and CP. However, grain transportation rates are also apparently regulated, probably separately from the Wheat Board.
