When they say a new switching yard, does this mean the interchange with the FGLK will be expanded?

MANCHESTER - The old railroad bridge over Route 21 will finally be coming
down this summer.

Ontario County Public Works Commissioner Bill Wright said Monday that the
more than 70-year-old bridge, which acts as a barrier between the villages
of Manchester and Shortsville, will be torn down and replaced with a gated
railroad crossing.

The $2 million to $3 million project has been in the works for about seven
years and needs approval from an administrative judge and the state
Department of Transportation because of its ties to railroad use, Wright
said.

"We had to justify the project and show why it's needed," he said.

The bridge, near Lehigh Road and Red Jacket High School, is used by the
Ontario Central Railroad about three times a week, Wright said.

However, it's become a safety hazard because of crumbling cement walls and
other structural problems, Wright said, adding that extensive repairs would
be needed.

The bridge - a subject of graffiti for years - is also dangerous because
pedestrians don't like to use the sidewalks underneath it because they are
dark, so they cross over the tracks, he said.

With the elimination of the bridge, a railroad crossing and switching yard
would be built at South Avenue. As part of its approval, the "at-grade"
Route 21 railroad crossing also will require trains to move at a slower
speed so they will be able to stop if needed, Wright said.

The crossing will feature a gate to stop cars, flashing lights and
pedestrian gates.

The project will be paid for with 80 percent federal funding, 15 percent
state funding and the rest by the county. Bids will go out in February.
Construction would start in June and be completed by the end of the work
season.

Manchester Town Supervisor Bill Eddinger said the elimination of the
railroad bridge will allow some nearby land to open for economic
development.

Manchester Mayor Nancy Johnsen said that the entrance to the village will
change without the bridge being there.

"Certainly, the entrance to the village will have a new look, which I think
will be an attractive one," she said. "It could be called an eyesore."

It doesn't look (from the picto view) like the bridge is in that bad shape. Was that line at one time double tracked? I'm wondering because the overpass looked like it could support a pair of tracks.

Yes - it was double-tracked (used to be the LV mainline).

I think the bridge is more of a safety issue for pedestrians and an eyesore for the local folks... some chunks of concrete facia have fallen from it... but the bridge is in no imminent danger of collapse anytime soon.

So I assume that they are going to remove the bridge and bring the line down to road-rail at-grade crossing level? Also is that spur just west of the overpass still active?

Hiked all around the east end of what was Manchester Yard last fall. The only track that showed any activity west of the Rt. 21 overpass was the main ONCT track.

I believe they're going to do one of 2 things... a.) regrade Rt 21 to bring it up to the rail line, or b.) realign Rt 21 so that the new grade crossing is built first to minimize traffic disruptions on Rt 21 and then eliminate the grade separation. Not sure if they'll demolish the bridge first, or fill it from underneath and then do the demolition work to minimize disruption to the ONCT.

From the looks of it, Rt 21 was brought under the LV main at one point -probably in a grade crossing elimination project in the early part of the 20th century.

The ONCT uses the old yard tracks for car storage and as a team track.

The project has been in the works for several years, with 3 or 4 public meetings during that time to solicit input and keep residents informed on the plans. Work is expected to start this year.

Plans call for Rt 21 to be temporarily re-routed just east of its present location. There is a dead-end access road on both the north and south side of the tracks. These will be joined by a temporary at-grade crossing right about where the foundation of the old tower is. The underpass will be filled in and the ONCT track slightly re-alligned. When complete Route 21 will be in its present location but with an at-grade crossing with flashers and gates.

The yard trackage will be removed and re-oriented. Instead of the present switch facing point westbound, which would be just about on the shoulder of the new road, access to the yard area will be from a switch farther west, trailing point westbound. Plans call for continued service to the grain dealer, and room for team track and storage use.

Governments love to spend/waste money. Seriously, it would be alot less money and inconvenience to repair the concrete facade, paint the bridge and add some lighting under for the walkways. Not like anybodys gunna change their walking paths anyways. See it all the time people crossing the tracks instead of using an underpass. With a little fore thought, it good easily be a signature historical gateway between the villages. It's easier to throw out the past and forget it.

The route 96 overpass west of the yard, which had some concrete supports added in LV days, was replaced by an at-grade crossing in 1997.

Seeing an ONCT train with all of three cars made it easy to understand why.

This bridge is at the east end of what used to be Manchester yard; the concrete structure was built in the 20s and there are old postcard views showing the way things originally were - this was an at-grade crossing.

I wonder if this will wipe out the foundation for the tower, in the SE quadrant of the crossing?

The replacement of the bridge was driven by the community, not the railroad or the government. The overwhelming sentiment of those living in the area was the bridge was an inconvenience and served as a division between the two villages. There will also be some improvements to traffic flow from the side streets.

The foundation of the old tower will be removed fairly early in the project.

The underpass is gone and filled in to level with road. I'm assuming the grade crossing should be ready soon complete with gates and all?!
