Is anyone aware of any trolley lines that used telegraph (Not telephone) apparatus for the dispatching of cars?

Probably not unless it was a horsecar line. Electric trolleys came after the telephone was invented. Stringing a telephone line isn't much more expensive than stringing a telegraph line. Telephones are not that much more expensive than telegraph equipment and don't need a lot of training to use. One big party line along the tracks would probably more than enough.
