Congestion always creates headaches.
I am not so sure that the current operating plan for the CSX Intermodal network and it's terminals such as North Baltimore are tuned to their optimal operating configuration for both Intermodal's needs and for Transportation's needs.
At present, operation of the Intermodal train network is far from timely or predictable. A functioning operational plan must be repeatable on a continuing daily basis. Current operations are neither timely or predictable.
