Skilled craft battery test

Does anyone know when UP started charging $25 to take the
skilled craft battery test and why? I had taken one for UP a few years
back and didn't have to pay?

Not much help but this will be my 2nd time to take a different test for a different position. Maybe if I take enough test and pay enough money I will make it to the next stage.
