CSX will see that x amount of employees are/will be able to retire around a certain period. They then post availability for vacancy to fill these's potential openings. Wether , all, some, or none of the aledgeble employees actually retire is another story. 2 years ago in Buffalo NY CSX hired nearly 40 new conductors, only to have to Furlough 30 of them within a year. About 60 percent have been recalled now. But alot of those furloughed went on to other employment and didn't come back.
