Who would likely build new MU's, should NJ Transit decide to order them? Aside the from the M-7's (which obviously use third rail, not overhead catenary), have there been any recent MU orders by heavy rail systems in the U.S.?

SEPTA is attempting to purchase new EMU's. They are re-bidding the contract after having awarded the contract. See the SEPTA forum for the sorted details.

Originally, the Silverliner V was supposed to be a modified BBD M7, running off catenary and with "long doors" with steps and trapdoors, actually. That was before SEPTA went on its re-bidding crusade in an attempt to save money on the purchase.

Pity that NJT wouldn't consider joining in with SEPTA insofar as getting new EMUs anyway—the all-Comets all the time situation isn't helping things too well, and I'm sure that more than just a few commuters would be interested in seeing Arrow IVs on the rails...

They will have to buy them sooner or later. The Gladstone yard does not have the room to have all push pulls. They'll either have to rebuild the 3s, buy the 4s or expand their yards (especially the Gladstone.)
