As I understand it, Cuomo chose to carefully eliminate any ability to include or later on add tracks for commuter rail. It wasn't clear to me why he was so adamant about it.

On the commuter railroads — the Long Island Rail Road and Metro-North — ridership is down about 60 percent. A fare increase scheduled for this fall was postponed in hopes of luring back more riders.
