While researching another RR subject, I came across this site which lists all kinds of engineering projects, bids and more. Railroads too. The site address will be posted at the bottom. Here are several electric railways and railroads for NY. Other states and countries are also listed on the site.
Electric Railways:

Rochester, NY-The State Railroad Commissioners are stated to have granted the Sodus Electric Ry, Co, a franchise to construct a railway from Rochester to Sodus Point; the road will be about 40 miles long. Thos. J. Nicholl, Pres; Chas. Van Voorhis, Secy.

White Plains, NY-The New York, Westchester & Connecticut Traction Co., on Jan 28, file with the Secretary of State a certificate of the extension of its route from Mount Vernon to White Plains and Bronxville.

Brooklyn, NY-The Brooklyn Union Elevated R.R. Co, has been incorporated with a capital of $18,000,000. It is organized to operate the franchises of the Brokklyn Elevated R.R Co., the Union Elevated R.R Co, and the Seaside & Brooklyn Bridge Elevated R.R. Co. Directors: Fredk. P. Olcott of Bernardsville, NJ.; James T. Woodward and Edw. Lauterbach of New York City; William Halls Jr., of Summit, NJ and others.

Greenwich, NY-The Greenwich & Schuylerville Electric R.R. Co., on Jan. 30 filed a certificate with the Secretary of State for an extension of its line.

Railroads:
None listed for NY but a close neighbor is listed for Rutland-Canadian Railroad for a new 50 mile track.
"Sealed proposals for grading, masonry and track laying on about fifty [50] miles of railroad, main line and sidings, will be received by the Rutland-Canadian Railroad Company, at the office at Rutland, Vermont until noon Wednesday......" Its a long bid and is near the bottom. It is posted right next to another bid for a pumping plant for the Hawaiian Government [to help find it].
