Yeah. Also, that was 10 years ago when there weren't nearly as many timers.

I read somewhere that the maximum speed when running through a station is 15mph. Is this true?

When a passenger train is skipping a station (for whatever reason), the rule is that the train must slow down to 15 MPH before the first car leaves the station. This is due to the changes in block spacing in and around stations (shorter blocks near stations, longer blocks in between). The slow order for skip-stop or non-revenue trains is to maintain even spacing between trains along the line.
