And it does nothing to determine present intoxication level. Is there a 3-month test for alcohol? No.

This is one of the biggest new struggles to face the labor market.

In this case, it's not "present intoxication" they're testing for, but "possible use in the future". What's the chance you relapse, take a hit on the job... and you wipe out a whole train? Amtrak's been down that road before on the NEC.
