I think what you'd need to do is go to GCT at the height of the evening peak and note the departure times of the first and last trains shown on the board for each line. You'd need 20 to 30 minutes' worth of departure times visible on the board at one time to provide some reassurance for passengers,...

If you notice carefully they have changed the styling of new boards a few times since it was first activated. The railroad is definitely experimenting to see what works.
The lower level loop was out of use way before LIRR. I don’t think it’s been used since they got rid of Madison Yard. The lower loop will occasionally store passenger trains.
