No, there are currently 250 former Conrail locomotives on the NS active roster still in blue. I have a roster on my website of former Conrail locomotives that went to NS and the current paint scheme for all of the active units:

Well once again, the railroads are delayed and can't follow through on promises. But this time it is better for us railfans.
