My grandfather's death notice says Railroad Board. Is there anyway to see his information?

The Railroad Retirement system was created at the same time as the Social Security system and follows essentially the same procedures and protocols. Assuming that your interest lies in genealogy, I would visit a Social Security Office first and follow whatever recommendations they might have regarding research.

Also, it might be noted that the drastic shrinkage in rail employment since 1945 has similarly reduced the size and scope of the Railroad Retirement system; although I grew up in an area with a large concentration of railroaders (Wilkes-Barre/Scranton, Penna.). a Railroad Retirement officer currently visits those offices only a couple of days a month.
