For those who haven't looked at project3713.com, here's a quote from their January 2022 Donor Update:

Their Donor Update closes with "A full update will be provided once agreement has been reached." So it seems it's still hanging fire...

And now the project3713.com website is gone, the domain parked. The Lackawanna & Wyoming Valley NRHS has posted a "closing statement" dated Aug. 31, 2023 saying the National Park Service and Steamtown have been given the funds raised for 3713 and the L&WV chapter is no longer involved in decision making re: 3713.

The only restoration projects mentioned on the nps.gov site are cosmetic work on Big Boy 4012 and restoration of ACL EMD SW-1 #1901.
