Yes. As I understand it, once traffic direction is established for a particular block, the circuit logic is designed to a prevent signal a being displayed for an opposing move within that block.

In territories within my familiarity, CTC replaced ABS operation with current of traffic in effect, and not the superiority, schedule, etc. type of operation. Example -- New York Central River Division went from double track, ABS, current of traffic, to CTC single track with passing siding access controlled at both ends.
