What is going on in this picture? The cloud of steam doesn't appear like it's coming from the two locomotives to me? Is the coaling station steam heated to prevent coal and water from freezing up and causing problems for servicing locomotives and that's what is being seen in this picture?

Or just a strong breeze and a frigid day that is causing the cloud of smoke and steam from the two locomotives to appear to be surrounding much of the structure and causing it to stay low to the ground, making it appear (At least to to me) to not be coming from the locomotives?

Edit - Upon enlarging it to get a close view just now, it looks more like it is steam and smoke coming from the stacks of the two locomotives. Sorry for the unnecessary thread, it just looked odd when I first saw it.
